This spell is to send that call out into the universe to bring the right person to you at the right time.
Consider the qualities you would like in a prospective partner or lover, and project these qualities as energy signatures into a beautiful piece of rose quartz.
Set the rose quartz under the moon as it waxes, and when the moon is full, pray to the Moon Goddess for this lover to come.
